The player "Newmoon" said Nations is not a cooperative game, but he has paid 4 Gold , 2 actions, Frederick the Great, Shaka Zulu to get Frederic Chopin. Even though his nation would be no any book production. He has helped another player "grechan2" to give him 1 Gold and 5 Stone.
I would not move any more and play with them, why not?

I looked at the game (because i was bored) and I agree, that his first two moves in IIII.B are rather unorthodox, if not outright weird. It very much seems like helping his buddy or his other self, but not continuing the game is even worse, because there might be other players, who want to finish the game, regardless of their winning chances. What is the reason for not continuing anyway? The stats? Well, I have a news for you and all concerned - there is no 1st, 2nd or 3rd prize for the best win rate.
Let's play this great game for entertainment and joy, everyone to his/her best ability and if you want to avoid newbies or bad losers, then do not join games of players with 0 completed games - just about the only relevant statistical figure worth looking at.
