This round (IIIB), my book production shows +0, instead of expected +4

However I have the following:
Leader Anna Komnene - Books +1
Theatre w/1 worker - Books +3
Total production should be books +4

I am cutting it close, as with my original total of just 2 books, I need these for my event of Little Ice age - Books -5

You have Angkor Wat and least military. That accounts for the missing 4 books.
