Peter the Great question

In my game 67076, the war value was set at 6. I had 2 men on Hopelites and the Sahara for a war value of 10. I bought Peter the Great to use him in Production, but I didn't get that option. Why not?

There's no such thing as a "war value". You have a Strength and the war has a Strength. Peter the Great checks your Strength against the war's Strength and gives you extra Production if yours is greater. The Sahara gives you 4 extra Strength, but only when determining if you have been defeated by the war, not for any other purpose. So as far as Peter is concerned, your Strength is just the 6 from the Hoplites, as it is for the purposes of player order, etc.
