The game password is set by the user who creates the game, the point being that the creator decides who can join the game (by giving them the password).
Suppose you want to play a game with a couple of your friends. If you create an open game (without password) anyone can join and it's likely that someone will indeed join before of your friends: when they come to the site to join the game they'll find it's already started. But if you set a password and give it to your friends, only they can join the game.
As you can see, usually you can't join closed games: join an open one or create your own open games.
