If I'm red, and I take church influence card, can I play the card in a spiritual diocese that has an elector of a different color? - or can I only play it on a red diocese?
Yes, you can (actually you must) play the card in any of the three spiritual regions and it will have effect on the elector where it is played. You can also play it in a region where there is no elector and in this case it will have no effect.
