The rules are available at http://www.whatsyourgame.it/allegati/ur_eng.pdf
They are also available in German and Italian.

On the descriptions page it says that the rules aren't available.

Thanks for letting me know, last time I checked they had changed their site and UR rules were not available anymore, I guess thay have now fixed it.
I have updated the link on the game description page.
