Move electors to the right after Action Phase?

Is there any reason not to move the electors back to their normal positions after the action phase?

I wondered that too. Implementing the game I have followed the rulebook, which says to move them back at beginning of next round, but only the phase IV privileges are actually moved, so they could be repositioned after the Action phase. I don't know... (not much of a difference in any case)
