In game 82188, player tanstaafl who has the most stability has the wonder Notre Dame and advisor Thomas Aquinas but only received bonus from the wonder. Is this a bug?

It seems correct to me: you got 4 books, which is the bonus from the advisor, and Notre Dame doesn't count because it is still under construction. Am I missing something?
