Anna Komnena and Stability Military

I have a question
Since Anna Komnena only works in the production phase, shouldn't military cards that decrease stability decrease stability in all phases but the production phase? Currently (if I am not completely blind) stability never goes down.

I don't think so. The card usually works in production because for normal resources the cost is paid during production, but if you put a worker on a military card with stability cost you "pay" immediately and for all the duration. So it makes sense that Anna's ability works immediately, and for all the duration, otherwise it would be useless in those cases.
At least I interpreted it in this way. Yes, on the card there is the word "Production:", maybe it was put there originally when there were only military cards with normal cost and only later they added stability cost without changing Anna Komnena.
