I love how you have the mouseover tips for the cards..no need to refer to rules. Could you implement for mouseover on left side of the elector position indicating what privilege. Here's just some suggested text. I think the what phase it can be used it is easy enough to tell from the image.

Trier Use an action card (paying for it) that is no longer available.

Koln reduce life stage of own or decrease life stage of opponent (Baron or Couple).

Mainz 1 victory point

Rhein place a Baron with life stage 15 for free

Saxony gains 2 thalers

Brandenburg may take action card Gray eminence

Bohemia 2 votes in Emperor election

Hmm.. when it is used the privilege square is occupied by the elector, which has its own tooltip, so I have attached it to a larger area. If it is too much I can reduce it.

What if the tooltip was only available when an electorate's privilege has not been used?

Yes, that's exactly what would happen if I reduce the area to the privilege square only. Is the tooltip needed only when the privilege has not been used, or always? (I don't know, after so much testing I certainly don't need them anymore :)).

I don't need them either. I'm just thinking for new players it's rather handy for their first few games. I'd say leave them as they are now (larger area). That's just my one isolated opinion though.

edit: ooops....ok maybe they are too large of an area. Perhaps like you said just the little square with the actual card....ok and the elector area. So those two little squares should more than suffice.
