| Sorry, I don't remember the specifics, but I remember seeing lots of options to "not use an action" that I purchased. I'm pretty sure that you are required to use an action that you purchased, and that you cannot purchase an action that you cannot fulfill. Was I seeing things? |

| was it a 2p game? you're allowed to purchase cards defensively in those. |
