So a weird thing... Gengis Khan forced me to lose Qin Shi Huang, even tho i wasn't least stability??

was -1 at time but two at -3 in a 4 player game.

Every nation with negative stability is considered to be tied for least stability, even if there are other nations with a more-negative stability value.

The relevant text in the rule book is on page 19 under "Events", but it applies to other cards as well.
