In game 88064, I was the #1 player, then at the end of the round tied with military with #3 player. I thought this would mean the order between us wouldn't change, (so I would become second), but now I'm 3rd. There's no event that would impact this.

Rulebook pag. 18: "In the case of a tie, higher Stability acts as a tiebraker".
