In Nations Game ID=77356 Boxers have not been removed by Oncle Toms Cabin. Is this a bug or do i oversee something?

http://www.mabiweb.com/modules/GM_Nations/images/Progress_Cards/Uncle_Tom_s_Cabin.jpg This removes most Age 1 "buildings" and Shantytown, not military units.
