If there is war+Martin Luther advisor(war:+4 extra grain). There is war with -7 stone buyed in game. Now the normal war penalty is -1 point, -7 stone, -4 grain. If player lose the war and he have 11 stability. Does stability works for the -7stone and -4 grain too? Or does it works only for the normal war penalty: -7 stone ?

In general you can freely choose how to split the loss mitigation between stone and food. In your case stability covers everything.
