Democratic Republicans Bug? [American Dynasty] (no bug)

Possible bug in game 68519, or possibly I'm just misunderstanding something... I have the Democratic Republicans dynasty, which states "Action: Least military strength: Must change Dynasty immediately. For each changed: +3 books"

However, there is no special action for this listed among my possible actions at the top of the page, and nothing happens when I click on it? Is there something special I should be doing to take this action? Or am I missing a reason/rule why I can't take it? Thanks

Democratic Republicans can only be used if there are enough turmoil cards remaining for all players with least strength to take one.
