Like Riku said, it was probably a 5-6 players game, otherwise you should provide the game ID so we can check.

I would guess it was 5 or 6 player game. In those there is maximum 2 most and least. In that case the higher stability nation decides how to execute the event and the other just gets the benefits. If there is tie in stability then the nation with most stability which decides is the one with better turn order.

Post subject: Bug - Zoroastran revival event (tied for stability) (no bug)
In my game, 2 nations were tied for "most stability". However, at production, one of the 2 tied nations had the event applied to him. And the decision (+4 stone) was also applied to the other tied nation.
The real rules stipulate that there must be only one nation who is "the most". This event should not have been applied.
Bug.
